I have been evaluating the Google Penguin Penalty over the course of the past few weeks, and believe it to be far more inclusive than what Google has noted. (Google stated publicly that the penalty hits about 3% of websites.) I believe a more accurate number to be more than 17%. Here's why. I found two studies which indicated that 80%+ of websites were not optimized. Interestingly, I have noticed that there are some sites in the search results which have little SEO, but are displaying high, nonetheless. In any event, content should be written in a painstakingly careful manner.
